Phillip (Phil) Holder became actively involved in the Police Association in 1982 as branch secretary and conference delegate of the Scientific Section. In 1985 he became an Executive member and in 1988 was elected to the position of deputy president. With a special interest in industrial relations, he also served on staff as an organiser in the mid to late 1980’s. From 1989–2004 he was the 1st chairman of NSW Police Legacy, an organisation he served with distinction. Attested in May 1974, Phil retired in January 2007 with the rank of chief superintendent.
