Terence (Terry or TOC) O’Connell began his active participation in the NSW Police Association while stationed at Wagga Wagga in the early 1980’s. In 1984 he was elected to the Executive serving as trustee 1987–1988, vice-president 1998–1990, and deputy president 1990–1998. He also served on several committees and was a tribunal member of GREAT. Noted for his intellectual ability and interest in policing, Terry was instrumental in the establishment of the Association’s Research and Resource Centre in the early 1990’s. He also pioneered Restorative Justice for juvenile offenders and is now an internationally recognised expert. In recognition of his contribution he has received many accolades including the Order of Australia Medal (OAM) in June 2000 and an Honorary Doctorate from the Australian Catholic University in October 2008. He is now a consultant and trainer for Real Justice Australia. Terry was sworn in April 1971 and superannuated in April 2000 with the rank of senior sergeant.
