Clement (Clem) Rankin became actively involved in the Police Association life around 1969 as secretary and delegate of the Kempsey Branch. In 1971 he was elected to the Executive remaining a member until 1968 when he was promoted to commissioned rank. A keen sportsman, Clem used sport to promote policing at the community level wherever he was stationed and was the recipient of a number of awards and recommendations including the National Medal (1980) and the NSW Police Diligent and Ethical Service Medal (2008). He was attested in May 1960 and retired on 30 May 1997 with the rank of detective inspector. He died on 30 March 2014.
